PPE法规2016/425将从2018年4月21日开始取代指令89/686/EC。
欧盟委员会最初提出指令到法规的过度期是1年也就是2018年4月21日到2019年4月21日，之后在工业集团的压力下，欧盟委员会最终接受把过渡期从1年延长到5年。
所以，在2017年12月7日，颁布了指导文件，其中第47章节是关于过渡期的条款。
这份官方文件清楚表述了以下内容：
In the specific case of the PPE Regulation, Article 47 (2) provides that EC type-examination certificates and approval decisions issued under Directive 89/686/EEC, before 21 April2019, remain valid until 21 April 2023 unless they expirebefore that date.
However, this approach is not applicablein the following cases:
One or several applicable essentialhealth and safety requirement(s) in the Regulation has/have changed onsubstance 2 to the extent that a higher level of protection than the Directiveis required. In this case a certificate issued under the PPE Directive cannotbe used to demonstrate compliance with the Regulation and an EUtype-examination certificate under the Regulation must be issued;
The design and/or manufacture of the PPEhas changed since the last EC type-examination;
The generally acknowledged state of theart which is reflected by European harmonised standards has changed (updatedversions with significant changes on safety clauses, withdrawal of currentversions, etc.) and therefore it may imply that the product may not be compliant.
简而言之，在以下情况下，根据指令颁发的证书的有效期可以到2023年4月21日：
在那个日期前证书本身的有效期还没到
产品本身没有发生变化
基本的健康和安全要求没有变化
行业本身的状态没有变化（标准没有变化）
虽然在2023年4月21日之前对于投放到市场的产品没有要求使用PPE法规下的EU证书，但是生产商可以从2018年4月21日开始应用新的PPE法规的要求（标记上的地址，符合性申明等）。
即使原指令证书可以一直使用到2023年4月21日，这些新的要求将会在2019年4月21日开始强制执行。
我们同时很高兴地通知大家CTC已经被法国劳工部认可在新的PPE法规2016/425下在欧盟颁发EU证书，我们的公告号0075保持不变。
考虑到还有很多从指令转换到法规的技术文件上的细节需要敲定，CTC预计会在2018年2月开始正式颁发EU证书（这些证书从2018年4月21日开始生效，因为新的PPE法规从这个日期开始生效。）
